This guide provides an overview of all current read and publish (R&P) agreements negotiated by SANLiC. These agreements enable libraries to support students, academic staff and researchers with high-quality scholarly content and provide authors the opportunity to publish open access without any article publishing charges (APCs) in most cases and at a discount in some fully open access journals.

Please double check that the journal title you wish to publish in as part of the Transformative Agreements is also listed on the DHET List of accredited journals.
If two or more researchers are listed as authors, please ensure that the corresponding author is from the CUT.
Elsevier and South African universities (SANLiC Consortium) have established an agreement to support authors in South Africa who wish to publish open access.
The cost of publishing open access is covered under the terms of this agreement. When publishing open access in hybrid journals, eligible corresponding authors do not have to pay an article publishing charge (APC). When publishing in fully gold open access journals, authors will receive a 15% discount on the APC.
Articles must have an original acceptance date between 1 January 2023 and 31 December 2025.
This agreement commenced in 2022. It is a three-year agreement (2022-2024).
SAGE is an independent academic and professional publisher of journals, books and electronic media spanning a wide range of subjects. The SAGE/SANLiC agreement provides access to the SAGE Premier journals collection of over 1,100 titles and permits affiliated authors to publish open access in the hybrid titles listed in the SAGE-SANLiC agreement without paying article processing charges (APCs).
Gold open access titles: eligible corresponding authors will receive a discount of 20% on SAGE’s wholly gold open access portfolio of titles.
There are a small number of titles where SAGE is contractually prevented from offering open access publishing.

This agreement commenced in 2024. It is a three-year agreement (2024-2026).
Institutions participating in this agreement have read access to nearly 2000 journals in the Social Sciences and Humanities (SSH) and Science & Technology (S&T) packages. In addition, eligible authors affiliated to subscribing institutions can publish their articles open access in all Taylor & Francis Open Select (hybrid) journals without paying article processing charges.(APCs). Eligible authors will also benefit from a 10% discount when they publish in the Taylor & Francis fully open access journals.

This agreement commenced in 2023. It is a three year agreement (2023-2025).
Participating institutions have read access to OUPs full 2023 collection of over 370 journal titles and affiliated authors can also publish in OUP’s hybrid journals without paying article charges (APCs). In addition, there is a 10% discount on APCs for publishing in OUP’s gold open access titles.
The Wiley Transformative Agreement commenced in 2022. It is a four-year agreement (2022-2025).
Institutions participating in the SANLiC/Wiley agreement have access to over 1,400 subscription-based journal titles published in the Wiley Online Library. Affiliated authors can also publish in Wiley’s hybrid journals without paying article processing charges (APCs). In years two to four (2023-2025) of the agreement affiliated authors will be able to publish in all Wiley gold open access and Hindawi journals without paying APCs.
